He was born on October 13, 1957 in Kyiv.
Education:
1979 – Taras Shevchenko National University of Kyiv, Law Faculty (with honors).
Career:
1979 – 1980 – Adviser at the Ministry of Justice of Ukraine;
1980 – 1989 – Institute of State and Law of the National Academy of Sciences of Ukraine, Department of Constitutional Law and Local Self-Government, researcher;
1989 – 1999 – PhD of Law, Kyiv Polytechnic Institute;
1999 – 2009 – Academy of Municipal Administration, Head of the Department of Theory, History of State and Law, Constitutional Law, Deputy Dean of the Law Faculty;
2009 – 2011 – International University of Human Development “Ukraine”, Director of the Institute of Law and Public Relations, Head of the Department of Constitutional, Administrative and Financial Law;
2012 – 2019 International University of Human Development “Ukraine”, Institute of Law and Public Relations, Head of the Department of Constitutional, Administrative and Financial Law;
He participated in the development and examination of draft laws of Ukraine, draft conclusions and decisions of the Constitutional Court of Ukraine.
Member of the Scientific Advisory Board of the Constitutional Court of Ukraine. Member of two specialized Academic Councils for the defense of doctoral dissertations in law: the Institute of Legislation of the Verkhovna Rada of Ukraine and the International University of Human Development “Ukraine”.
Cooperates with the Association of Cities and Communities of Ukraine and the Foundation for Local Self-Government. The results of his research are implemented in the practice of public authorities and local governments.
He participated in the development of drafts of the current Constitution of Ukraine, preparation of draft Laws of Ukraine “On Local Self-Government in Ukraine”, “On the capital of Ukraine – the hero city of Kyiv”, preparation of decisions and conclusions of the Constitutional Court of Ukraine.
The results of his research in the organization of relations between public authorities and local governments were used during the development of the draft Law of Ukraine “On Associations of Local Governments” and the draft Declaration on the basic principles of state policy of Ukraine on local government development.
His proposals were taken into account by the working group of the Verkhovna Rada Committee on Justice during the improvement of the current legislation of Ukraine, in particular, in the draft Law of Ukraine “On the Judiciary and the Status of Judges”.
In 2009 he defended his dissertation for the degree of PhD of Laws at the Institute of Legislation of the Verkhovna Rada of Ukraine on “Theoretical Principles of State Power in Ukraine” in the specialty – 12.00.02 Constitutional Law; municipal law ”.
PhD of Law, Professor.
Author of 160 scientific articles on constitutional law and local self-government. Among them are 6 textbooks, 3 collective monographs, 40 scientific articles in professional journals, collections of Ukraine, Germany, Poland, Austria. He has also published 45 teaching materials.
1994 – 1995 – German Academy of Management in Lower Saxony (Celle, Federal Republic of Germany), received an international diploma.
1995 – International Institute of Management Gernstein (Vienna, Austria), received an international diploma.
2019 – participated in the International Election Observation Program of the President of Romania.
He speaks Russian, Polish and German.
He was awarded the Diploma of the Ministry of Education and Science of Ukraine and the Gratitude of the Kyiv Mayor.
On October 4, 2019, he was appointed a Member of the Central Election Commission by Resolution of the Verkhovna Rada of Ukraine № 186-IX. On the same day, he took the oath of a Member of the Central Election Commission.
Appointed responsible for ensuring the exercise of the powers of the Central Election Commission in Vinnytsia Region and a Foreign Constituency.
Main activities of the Commission:
– coordination of the generalization of practice and preparation of proposals for improving the electoral legislation and the legislation of Ukraine on all-Ukrainian and local referendums;
– coordination of the organization of preparation and holding of the Presidential Election, Parliamentary Election, all-Ukrainian referendum abroad;
– coordination of the formation of polling stations, the formation and operation of precinct election commissions and commissions for the all-Ukrainian referendum at diplomatic and other official missions and consular posts of Ukraine abroad, in military units (formations) stationed outside Ukraine;
– coordination of the interaction of the Central Election Commission with the Ministry of Foreign Affairs of Ukraine in order to ensure the exercise of voting rights and the right to participate in the all-Ukrainian referendum of Ukrainian citizens living or staying abroad.
