Born on February 7, 1965 in Kyiv

Education

In 1999 graduated from the Faculty of Law of Taras Shevchenko National University of Kyiv with a degree in Law.

In 2005 graduated Institute of Political Sciences of the National Academy of Sciences of Ukraine (with honors) with a Master’s degree in Public Administration.

In 2015, at the Dnipropetrovsk State University of Internal Affairs of the Ministry of Internal Affairs, defended his dissertation for the PhD in Law on “Administrative and Legal principles of De-shadowing of Relations in Business”.

In 2019 completed his doctoral studies at the Donetsk Law Institute of the Ministry of Internal Affairs of Ukraine.

Career

1996 – 2011 – Legal advisor at the “Ukrainian Industrial and Investment Concern” СJSC. Head of the Legal Department, Deputy General Director for Legal Affairs

2005 – 2016 – Private legal practice

2012 – 2016 – Chief Legal Advisor at ROSHEN Confectionery Corporation

2017 – 2019 – Member of Parliament of Ukraine of the VIII Convocation; Chairman of the Subcommittee on Prevention and Counteraction to Political Corruption of the Committee of the Verkhovna Rada on Prevention and Counteraction to Corruption

Initiated legislation in the Verkhovna Rada

– on amendments to laws concerning the prevention of corruption by subjects of the election process.

– on ensuring transparency and legality of communication with governance authority.

PhD in Law.

Under Mr Buhlak’s co-authorship, the Verkhovna Rada of the VIII Convocation adopted the Law of Ukraine Number 2379-VIII “On Amendments to the Law of Ukraine On Voluntary Association of Territorial Communities” concerning the voluntary accession of territorial communities of villages and settlements to territorial communities of cities of regional significance.

Senior researcher at the Public Law Research Institute.

Co-author and author of monographs, 10 scientific and practical commentaries, scientific articles and textbooks on administrative, commercial and civil law.

As part of the author’s team, participated in the preparation and publication of scientific and practical commentary on the Laws of Ukraine, “On the Parliament Elections”, “On the President Election”, and “On the Local Elections.”

Author of comprehensive expert research, “Administrative and Legal Principles of Delimitation of Powers Between the Executive Authorities and Local Governments of Ukraine.”

Member of the Supervisory Board of the National Pedagogical Dragomanov University.

Honorary Academician of the International Royal Academy named after St. Ambrose of Milan in Italy.

Honored Lawyer of Ukraine. Awarded the Diploma of the Verkhovna Rada of Ukraine, the Honorary Award of the Union of Lawyers of Ukraine for “Outstanding Lawyer of Ukraine,” and the medal of the Association of European Scholars “For outstanding contribution to the spread of the idea of European unity.”

On October 4, 2019, appointed a Member of the Central Election Commission by Resolution of the Verkhovna Rada of Ukraine, Number 171-IX. On October 15, 2019, took the oath of a Member of the Central Election Commission.

Appointed to be responsible for overseeing the execution of powers of the Central Election Commission in the Rivne Region, the Autonomous Republic of Crimea and the city of Sevastopol.

Responsible for coordination of:

Official election and referenda activities during preparation and conduct of elections of the President of Ukraine, Members of Parliament, national referenda, local elections and referenda and preparation of proposals for equal application and improvement of electoral legislation in Ukraine

Legal protection and exercise of voting rights and the right to participate in referendums of internally displaced persons, preparation of proposals for the improvement and uniform application of Ukrainian legislation, explanations and recommendations on these issues

Summarizing the practice and preparing proposals for improving the legislation of Ukraine on election and referendum campaigning

Matters related to the implementation of anti-corruption legislation and interaction between the Central Election Commission and the National Agency for the Prevention of Corruption regarding the submission of declarations by electoral subjects
