Born on July 17, 1967, in Sverdlovo, Bobrynets District, in the Kirovohrad Region

Education

In 1986 graduated from the Kirovohrad Technical School of Agricultural Mechanization with a degree in Mechanical Engineering.

In 1994 graduated Kharkiv Law Institute with a degree in Law.

1997 – Postgraduate study at the Ukrainian Law Academy.

In 2006 graduated Yaroslav Mudriy National Law Academy.

Career

1986 – Assistant to the foreman of the Tractor crew of the Sverdlov State Farm, Bobrynets District, Kirovohrad Region

1986 – 1988 – Military service in the Armed Forces

1989 – Assembler at the Kirovohradbud Construction and Installation Trust

1997 – 2001 – Assistant of the Department of the State Building at the Yaroslav Mudryi National Law Academy

2001 – 2010 – Associate Professor of the Department of State Building at Yaroslav Mudryi National Law Academy

2010 – 2019 – Professor of the Department of State Building at the Yaroslav Mudryi National Law Academy

Prepared draft laws and draft acts of local self-government bodies and prepared scientific and advisory opinions on draft acts and scientific opinions for the Constitutional Court of Ukraine.

Organized and conducted lectures, seminars and trainings for civil servants, local government officials and members of district and precinct election commissions

In 1999, defended a dissertation for the PhD in Law on the topic “Competence of local self-government: organizational and legal issues of implementation”;

In 2003, was awarded the academic title of Associate Professor of the Department of State Building at the Yaroslav Mudryi National Law Academy;

In 2008, defended a dissertation for the Doctor of Law on the topic “Local self-government in the system of civil society institutions: constitutional and legal aspect” in the specialty “Constitutional Law”;

In 2012, was awarded the academic title of Professor of the Department of State Building at the Yaroslav Mudryi National Law Academy;

Member of the Specialized Academic Council D.64.086.04 at the Yaroslav Mudryi National Law Academy;

The main areas of research are the problems of constitutional and municipal law, electoral law and process, formation and development of civil society.

Mr Liubchenko has published more than 170 scientific papers, including monographs, textbooks, manuals and articles.

Since 2000 –works part-time at the Research Institute of State Building and Local Self-Government of the National Academy of Legal Sciences of Ukraine. Since October 2019, a Senior Researcher at the Constitutional and Administrative Law Sector.

Managed creative teams that conducted fundamental research on the following topics: “Problems of legal regulation of the functioning of local self-government and communal property relations”, “Problems of legal regulation of local self-government in the context of European integration of Ukraine”, “Problems of state building and local self-government in the context of the development of constitutionalism in Ukraine”, “Public power in Ukraine: constitutional and legal regulation of the implementation mechanism”, “Theoretical and legal foundations of territorial organization of power in Ukraine”

Awarded the Diploma of the Verkhovna Rada, the Badge “Distinction of the Chairman of the Constitutional Court of Ukraine”, the medal “Labor Glory” II degree, Certificate of Honor of the Kharkiv Regional State Administration, Certificate of Honor of the Kharkiv Regional Council, Certificate of Honor of the Kharkiv City Council, Certificate of Honor of the Executive Committee of the Kharkiv City Council. Certificate of Honor of the National Academy of Legal Sciences of Ukraine and Certificate of Honor of the Association of Local Governments of Kharkiv Region.

Laureate of the Yaroslav Mudriy Award in 2007 .

On October 4, 2019, appointed as a Member of the Central Election Commission by Resolution of the Verkhovna Rada of Ukraine Number 181-IX. On the same day, took the oath of a Member of the Central Election Commission.

Appointed to be responsible for overseeing the execution of powers of the Central Election Commission in the Zhytomyr and Sumy Regions

Responsible for coordination of:

Summarizing the practice and preparation of proposals for improving electoral legislation on national and local referenda

Observance of the principles and foundations of the referendum process stipulated by the Constitution and laws of Ukraine, control over compliance with the requirements of the legislation of Ukraine on referendums.

Ensuring the exercise and protection of the constitutional rights of Ukrainian citizens during the organization of the preparation and holding of the first elections of deputies to village, town and city councils and the respective village, town and city mayors, as well as additional elections of deputies to village and town councils

Preparation of legislation improvement on other forms of direct democracy for implementing the people’s will

Implementation of anti-corruption legislation and cooperation of the Central Election Commission with the National Agency for Corruption Prevention
